Delay

It has been 9 months since the conditional sale of Tampines Court - and still no application for sale to the Strata Titles Board has been made.
Now that Gillman is largely over (pending the High Court appeal that is) the sale committee no longer has an excuse to hold back on the application.

Those owners who have only their prospective sale proceeds to purchase their next roof ; here's disheartening news indeed. If you are forced to set your sights on a smaller HDB then be prepared to have a bundle of spare cash for the COV (cash over value) which cannot be covered by a bank loan. And if the proceeds of the sale (after paying back your bank loan, CPF charges, and costs and expenses of a sale you don't want) give you insufficient cash, or even no cash at all - and you don't have a handy bundle of moolah under your mattress - then what exactly are you supposed to do?

You can't sidegrade
and now
you can't even downgrade!
